Bulk smart actions not call values to populate fields

Expected behavior

When opening smart action forms values function provided is called regardless of type of form.

Actual behavior

Values function is not called when action is type bulk.

Just checked the documentation and it clearly states that it is only available for single type only, but it is a much better experience for the user if we can populate with a default value. Could even be specified in the definition of the field, since I understand that the values function is really meant to provide contextual defaults.
